If a competitor knows your bids in advance, information is flowing from somewhere. We look for the channel first, then the source.
Leak channels
Information can flow through people (staff, partners, suppliers), documents (email, printouts, removable media), the environment (bugs, sound leakage) and digital channels (sharing accounts, cloud). The inquiry tries to narrow the channel by comparing who held which information, when and in which version.
Together with TSCM
A TSCM sweep is run to rule out whether the leak is environmental. For document tracing, controlled methods such as giving different versions to different people can be used.
