What a transparent quote includes
The scope of service, when and for how long work will be done, fees and expenses listed separately, the condition that extra expenses need approval, the delivery format of the report and the cancellation terms should all be in writing. A vague "lump sum" price can lead to surprise extra charges later.
Result guarantees
No service working lawfully can promise a "definite result". Finding a person or observing a behaviour depends on many variables. The fee depends on the work done and effort spent, not on the result.
